TESTING COSMETICS ON ANIMALS: Should this ad have been banned?

An anti-animal-testing billboard has been taken down after the Advertising Standards Bureau declared it "depicts violence that is unjustified".

Since the advertisement shows what happens to some animals, using a human actor, is it justified or is it offensive?
